Position Details

DESCRIPTION OF POSITION:

• The Watch Officer will perform various tasks, including call taking, incident report entry and tracking, mass notification, information dissemination, and database management.
• The Watch Officer will support efforts to prevent, protect against, mitigate the effects of, respond to and recover from all threats and hazards, whether artificial or natural, and support the SCN Intelligence Analysis Unit.
• The Watch Officer will be the first contact line for those contacting the SCN Duty Desk and Jewish Security Operations Command Center (JSOCC), intaking and routing requests and completing initial case entries for incident reports.
• The Watch Officer will be responsible for maintaining situational awareness of events or incidents occurring in or related to areas of interest to SCN's mission, as well as activating incident response protocols, and providing timely updates to the incident management team, relevant partners, and the Intelligence Analysis Unit throughout the life of an incident.
• The Watch Officer will also be responsible for several administrative and training duties, including but not limited to management of contact databases, dissemination of training or outreach products, and conducting technology platform training for internal and external stakeholders.
• The Watch Officer will be expected to be up to date on current events, particularly those related to relevant subjects and regions, and to be able to provide updates and support for those events, both for internal and external consumption. 

QUALIFICATIONS:

• Bachelor's Degree with one to two years experience in a similar environment OR three years experience in a 9-1-1 PSAP, Fusion Center, Security Operations Center, or similar operations center
• Excellent verbal and written communication skills, with experience in handling callers amid a critical incident
• Ability to rapidly review alerts on emerging incidents and identify the response needed
• Experience receiving and processing calls for emergency response, and suspicious persons or situations
• Experience with mass notification or alerting systems
• PREFERRED: Experience with the Everbridge Critical Event Management (CEM) platform
• PREFERRED: Experience as an administrator on the Everbridge Critical Event Management (CEM) platform
• Ability to quickly and effectively synthesize and summarize information from multiple sources into concise, situational overviews
• Ability to manage multiple and competing priorities in an operational environment and to work well under strict deadlines and pressure
• Ability to understand and summarize large amounts of information, as well as the ability to communicate these to internal and external stakeholders
• Ability to identify and develop sources of information, including, but not limited to, the Internet, databases, and public records
• Proficiency using Microsoft Office Suite, records management software, mass alerting systems, situational awareness software, mapping software (ArcGIS, Google Earth, etc.), automated monitoring systems and software – including internet and social media – to provide all-source monitoring and accurate report production.
• Proficiency with Apple operating systems
• Ability to accurately input detailed information into databases, adhering to established data integrity policies and procedures
• Demonstrated ability to apply critical thinking to diverse, dynamic situations
• Demonstrated ability to maintain accurate and complete files
• Practical oral and written communications skills
• Meticulous attention to detail
• Ability to demonstrate sound judgment under pressure
• Ability to establish and maintain effective working relationships with a diverse group of professionals
• PREFERRED: Previous experience as a telecommunicator, dispatcher, or watch officer, and a demonstrated interest in security, counterterrorism, international relations, and political science. Additionally, experience in analytical and research roles in an office environment is preferred. Understanding public safety, national security, and current geo-political considerations are required.
