Community & Position Summary:

The Village of Lisle is seeking a qualified individual for the position of Evidence and Property Coordinator within the Police Department.

Lisle is a vibrant and dynamic community located in Chicago's western suburbs with a high quality of life. Called "The Arboretum Village," the community of 24,223 residents is situated along the prestigious I-88 Corporate Corridor just 26 miles west of Chicago's loop in DuPage County. With a nature-themed downtown, Lisle is home to 750 businesses located in a variety of business districts including corporate headquarters of AST, International, REMPREX, Molex, SunCoke Energy and Leeco Steel. Lisle has beautiful neighborhoods, three full-service hotels, Benedictine University, a growing local/independent restaurant scene, extensive recreational opportunities through the Lisle Park District, and excellent schools all within just a short train ride to downtown Chicago.

The Evidence and Property Coordinator oversees the receipt, identification, categorization, storage, and custody of a wide variety of evidence, found property, safekeeping items, and items held for destruction in accordance with established best practices, departmental general orders, state, and federal laws.

Principal Responsibilities:

  • Oversee the maintenance and entry of evidence items into the appropriate computer systems.
  • Maintains accurate records on existing, released, destroyed, donated and/or auctioned property.
  • Operates established procedures within the evidence and property system and assist with tracking records of evidence & property items to ensure chain of custody.
  • Determines the appropriate disposition of property in compliance with court orders, departmental general orders, and applicable laws.
  • Responds to citizen and other governmental agencies pertaining to evidence, property, and court orders; coordinates with DuPage State's Attorney, Illinois Attorney General, and village and federal prosecutors to provide evidence.
  • Gather, review, and apply redactions to records in response to requests made under the Illinois Freedom of Information Act.
  • Responsible for the overall coordination and management of all body worn and in car camera records; this includes reviewing, redacting, dissemination, public records requests, disposition, and purging, in accordance with state statutes and department policy.
  • Perform technical media functions:
    • Convert, retrieve, evidence entries & reproduce various media formats/file types from Audio Recordings, Interviews, Photos, Squads & Village of Lisle Surveillance Videos (PD, PW & Village Hall), including external digital media sources. Prepares evidence for court & correspond with various government/law enforcement municipalities, including court certifications.
  • Perform Forensic Lab Submissions:
    • Coordinate requests for analysis of Evidence Items, also involves transporting various sized objects, biological fluids, drugs & weapons.
  • Oversee the Evidence Bank Account includes handling asset forfeitures.
  • Manages the RxBox Program and bio-hazardous waste disposals and services.
  • Stays up to date on current case laws regarding the storage and destruction of evidence.
  • Serve as records clerk performing a wide variety of specialized clerical duties in support of the department including processing and maintaining documents, correspondence and coding reports, and providing information and assistance to other agencies and the public. 

Key Competencies:

  • Knowledge of modern office practices and techniques with skills in applying state and federal laws, codes and regulations governing Police Evidence and Property Management.
  • Knowledge of computer skills with the ability to adapt to use of various software applications and media outputs.
  • Excellent written and oral communications skills with the ability to react in an appropriate manner in sensitive situations as well as handle confidential information with discretion are necessary.
  • Ability to act in a professional manner with the ability to exercise tact and diplomacy as needed to provide support to diverse work group and customer base.
  • Strong organizational skills and attention to detail are required in order to prioritize both the workload and manage large volumes of other work related activities and tasks as needed.
  • Ability to work under pressure and have the ability to take the initiative to solve problems and assume responsibility to establish and maintain quality standards.
  • Skills in compiling and maintaining accurate, complex and extensive records. 

Minimum Qualifications:

High school diploma or equivalent with vocational/technical training in Business or a related field with three years of records/evidence experience or any equivalent combination of education, training and experience which provides the requisite knowledge skills and abilities for this position.

Physical Demands:

The physical demands that must be met by an employee to successfully perform the essential functions of this job include regularly talking, hearing, traveling from place to place, handling objects, and reaching with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. This position requires the ability to occasionally lift office products, supplies, and property that weighs up to 50 pounds as well as operate office machinery. Ability to perform a variety of physical and mental skills including but not limited to standing or sitting for extended periods of time, reading and writing, preparing and presenting material in a formal setting, performing complex mathematical computations, making sound decisions and using good judgment and demonstrating intellectual and communication capabilities.
